I suspect the prior builder drilled the gear legs to the weldments with a 5/16″ drill bit instead of drilling and reaming with a .311 reamer.  When a #5 bolt was placed in the holes it just dropped in with no effort.  I ordered a set of 1/64″ oversized bolts for the gear legs, including nosegear, and a .3261 reamer from Genuine Aircraft Hardware.  We reamed the gear legs and weldments in place with lots of boelube.  Here is what we ordered.

Pops and I managed to get the gear leg weldments installed.  All the bolts went in just fine and are torqued.  You must torque the bolts attaching the weldment to the spar from the bolt head so make sure you follow the guidelines for doing so in the plans.  This pic shows them with the bolts before tightening and torquing.
